The National Anti-Poverty Commission(NAPC) led the Orientation Seminar on the Magna Carta of the Poor and the Local Poverty Reduction Action Plan (LPRAP) at Appas, Tabuk City, Kalinga.

Among the attendees were Provincial/City and Municipal Planning and Development Coordinators and their technical staff, Provincial, City and Municipal Agriculture Officers, Social Welfare and Development Officers, and Local Government Operations Officers.

Also present during the seminar were members of the basic sectors and media group.

Kalinga Governor James S. Edduba extended his gratitude to NAPC for leading the activity.

He briefly provided an overview of the province’s current poverty situation and encouraged participants to seize this opportunity to enhance their understanding and capacity for formulating the LPRAP, which will serve as a strategic guide in addressing poverty-related challenges.

In his inspiring message, NAPC Undersecretary Esnaen M. Catong highlighted the importance of the seminar, discussing relevant programs of NAPC and potential solutions for addressing issues in the province of Kalinga.

Project Evaluation Officer IV, EnP. Maricel U. Salvador presented the Provincial Poverty Situation while Assistant Provincial Planning and Development Coordinator, EnP. Clodelia T. Dannang talked about the alignment of the Provincial Development and Physical Framework Plan (PDPFP) with the LPRAP.

This one-day event aimed to standardize the understanding of the Magna Carta of the Poor-LPRAP and operationalize the guidelines for LPRAP formulation.

It also sought to guide LGUs through the requirements under Republic Act No. 11291, which mandates the government to progressively realize five fundamental rights for the poor: adequate food, decent work, quality education, adequate housing, and health.
